Request for Bids

The Republic of Serbia has received financing from the World Bank toward the cost of the Second Serbia Health Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of development software for grouping, controlling and reporting of data from healthcare institutions for the needs of the Health Insurance Fund (HIF).

The Project Coordination Unit, on behalf of the Ministry of Health of the Republic of Serbia, now invites sealed bids from eligible bidders for Procurement of development software for grouping, controlling and reporting of data from healthcare institutions for the needs of the Health Insurance Fund (HIF).

The bidding will proceed according to the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January  2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

Interested eligible bidders may obtain further information from Ms. Žana Cvetković, Procurement Specialist at the Project Coordination Unit,  E-mail:  office_pcu@zdravlje.gov.rs and inspect the bidding documents during the PCU office hours (09.00 to 15.00) at the address given below.

A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of  RSD 12,000.00 or equivalent in freely convertible currency. The method of payment will be as follows:

EUR 100 (one hundred euros) payable by international bidders.

RSD 12,000.00 (twelve thousand dinars) payable by bidders from the Republic of Serbia: 

The document will be sent by regular post service as well as by email. In case of any discrepancies between the electronic version and the original (printed version), the latter will prevail.

The bids must be delivered to the address below on or before May 3^rd, 2019 at 10 hours CET. Electronic bidding will not be permitted. Late bids will be rejected. The bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below at 10.15 hours, CET, on May 3^rd, 2019.  

All bids must be accompanied by a bid-securing declaration.
