1. We are interested in the “Design for Construction and Reconstruction of Clinical Centre Kragujevac, EIB-GtP/MOH/EIBPIU/021/SE/04” tender and we would like to participate. However, when we have tried to reach the tender documents from the website https://www.zdravlje.gov.rs/tekst/333531/javni-pozivi.php which is indicated in the contract notice, we can not reach the relevant tender from the website. (Under public calls).

Would you please share the tender documents, ToR and standard forms (if applicable)?

1.Заинтересовани смо за јавну набавку за “Израду техничке документације за изградњу и реконструкцију Клиничког Центра Крагујевац MOH/EIBPIU/021/SE/04” и волели бисмо да учествујемо. Међутим, када смо покушали да пронађемо конкурсну документацију са веб странице https://www.zdravlje.gov.rs/tekst/333531/javni-pozivi.php која је назначена у обавештењу о уговору, не можемо доћи до релевантне јавне набавке са веб странице. (Под јавним позивима). Да ли бисте могли да поделите конкурсну документацију, ТоР и стандардне обрасце (ако је применљиво)?

2. In the part of the personnel capacity of the candidate under a) is the condition that the candidate submits proof that he is registered with the competent authority, to be specific, registered in the appropriate register for the field of architectural engineering or technical design enginnering.

The question is: is the evidence an excerpt from the ABR? And what if the candidate stated something else as the predominant activity, but in accordance with the law, he can also perform other activities which are determined by the founding act.

2. U delu kadrovski kapacitet kandidata pod a) je i uslov da kandidat dostavi dokaz da je registrovan kod nadležnog organa tj.registrovan u odgovarajućem registru za oblast arhitektonsko ili inženjerskog tehničkog projektovanja.

Pitanje je: da li je dokaz Izvod iz APR? I šta kad je kandidat kao pretežnu delatnost naveo nešto drugo, ali u skladu sa zakonom može obavljati I druge delatnosti koje nisu zakonom zabranjene, a koje su određene osnivačkim aktom.

2. As requested in Invitation for Prequalification

PART 1 under Selection criteria, point 21.2 a) the proof of registration has to be issued by the competent authority of the candidate's country. Candidate needs to be registered in the field of architectural or engineering technical design. This requirement is applicable to individual candidate, and in case of a joint venture/consortium to the leader of joint venture/consortium and to those members of joint venture/consortium and sub-consultants which will be engaged on the design activities.

2.Kао што је тражено у Јавном позиву за подношење пријава ДЕО 1, под Критеријуми за селекцију, тачка 21.2 а) доказ о регистрацији мора да буде издат од стране надлежног органа земље кандидата. Кандидат треба да је регистрован за област архитектонско или инжењерског техничког пројектовања. Овај захтев се примењује на индивидуалног кандидата, а у случају заједничког улагања/конзорцијума, на вођу заједничког улагања/конзорцијума и на оне чланове заједничког улагања/конзорцијума и подизвођаче који ће бити ангажовани на пословима пројектовања. 

3. In the part of the point 3) Technical Capacity it is stated that candidate, among other things, submits as evidence a building permit or approval for construction or reconstruction of buildings.

Our question is the following: given that we are still in the Ongoing Contract, and the first phase has been completed, and we are waiting for approval for reconstruction and extension (but we are not sure that we will receive it untill the deadline for submission of tender documents), will we be able to enclose a certificate as relevant proof that we are in the process?

3. У делу тачке 3) Технички капацитет стоји да понуђач између осталог, као доказ доставља грађевинску дозволу или одобрење за изградњу или реконструкцију за објекте.

Наше питање је следеће: обзиром да смо још увек у Уговору који је у току, а завршена је прва фазa, и у ишчекивању смо добијања одобрења за реконтрукцију и доградњу (али нисмо сигурни да ћемо добити до рока предаје тендерске документације), да ли ћемо моћи да приложимо потврду као релевантан доказ да смо у процесу?

Please see the following paragraphs in Invitation for Prequalification PART 1, under Selection criteria point 21.3 " This means that the service contract the candidate refers to could have been started or completed at any time during the indicated period but it does not necessarily have to be started and completed during that period, nor implemented during the entire period. Candidates are allowed to refer either to service contracts completed within the reference period (although started earlier) or to service contracts not yet completed. In the first case the service contract will be considered in its whole if proper evidence of performance is provided (statement or certificate from the entity which awarded the contract, proof of final payment). In case of service contracts still on-going only the portion satisfactorily completed during the reference period although started earlier will be taken into consideration. This portion will have to be supported by documentary evidence (similarly to service contracts completed) also detailing its value. If a candidate has implemented the service contract in a consortium, the percentage that the candidate has successfully completed must be clear from the documentary evidence, together with a description of the nature of the design services provided if the selection criteria relating to the pertinence of the experience have been used.

The proof of completion of respective detailed designs is:

Reference Letter signed by contracting authority with information on all part of the design, accompanied with the confirmation that the detail design was successfully completed. "

3. Молимо погледајте следеће одељке у Јавном позиву за подношење пријава ДЕО 1, под Критеријуми за селекцију, тачка 21.3 „Ово значи да је уговор о услугама на који кандидат упућује могао да буде започет или завршен у било ком тренутку током назначеног периода, али не би обавезно морао да буде започет и завршен током тог периода, нити да се спроводи током читавог периода. Кандидатима је дозвољено да упућују или на уговоре о услугама који су завршени током референтног периода (иако су започети раније) или на уговоре о услугама који још увек нису завршени. У првом случају, уговор о услугама ће се разматрати у целости уколико се достави одговарајући доказ о реализацији (изјава или потврда субјекта који је доделио уговор, доказ о финалном плаћању). У случају уговора о услугама који је још увек у току, у разматрање ће бити узет само део уговора који је завршен на задовољавајући начин током референтног периода иако је он започет раније. Овај део ће морати да буде поткрепљен писаним доказима (слично као у случају завршених уговора о услугама), такође уз детаљно навођење његове вредности. Уколико је кандидат извршио уговор о услугама као део конзорцијума, проценат који је кандидат успешно завршио мора да буде јасан из документованих доказа, заједно са описом природе пружених пројектних услуга уколико се као критеријум за селекцију односи на релевантност искуства које је коришћено.

Доказ о завршетку датих главних пројеката је:

Писмо препоруке које је потписао наручилац са информацијама о свим деловима пројекта, праћено потврдом да је главни пројекат успешно завршен.“
